We are proud to announce that Ulkar (Ulya) Khanlarova-Mutascu, a passionate and dedicated member of the Association of Scouts of Azerbaijan (ASA), is nominated for the European Scout Committee!
For about 15 years in Scouting, Ulya’s journey started from a small region in Azerbaijan to the global stage and has been the inspiration within the movement, tirelessly working to empower young people, promote safety, and build a more inclusive world.
Ulya has held various leadership roles within ASA, including Board Member, consultant for Safe from Harm and Youth Program for WOSM Purple Team, contributed to the scout movement.
Now, she’s ready to bring her vision, experience, and passion to the European Scout Region!
Ulya’s vision is centered on three key pillars:
Safeguarding and well-being: Ensuring the safe space for all scouts by implementing and promoting safeguarding policies.
Innovative Education: Empowering young people through innovative, competency-based learning experiences that prepare them to the demands of our region.
Diversity & Inclusion: Breaking down cultural, economic, and geographic barriers to make scouting accessible to all, regardless of background.
Her national and international experience and commitment to youth empowerment make her a fit for the candidacy for the European Scout Committee.
