Hello! I’m Ulkar.

I’m a lifelong Scout from Azerbaijan with over 15 years of experience in local, national, and international Scouting.
I’ve worked as a youth leader, board member, Safe from Harm consultant, and a passionate advocate for inclusive, creative, and meaningful education.

From small villages to global arenas, I’ve seen what Scouting can do when we put young people first — and now, I want to bring that energy to the European Scout Committee.
